1A new constitution was promulgated in May 2024. It changed the system of government from presidential to parliamentary. A second legislative house, the Senate, was created and was installed in March 2025. The president, now a largely ceremonial post, is the head of state and is elected by Parliament (National Assembly and the Senate). A new position, the president of the council, was created and serves as the head of government; that post is filled by the leader of the party or coalition with the most seats in the National Assembly. On May 3, 2025, Faure Gnassingbé, who had served as president since 2005 under the previous constitution, was sworn in as president of the council and Parliament elected Jean-Lucien Savi de Tové as president of the country.
